The Planning Department administers the City of Clinton Zoning Ordinance
which regulates the use of property within the corporate limit; and within
the extraterritorial zoning jurisdiction outside the municipal boundaries.
Zoning and Sign Permits are issued by the Zoning Administrator to ensure
that the use of a building or sign in a particular location complies with
the City of Clinton Zoning Ordinance. A Zoning Permit must be issued before
land can be occupied or used, and no building, structure or sign shall
be located, constructed, reconstructed, enlarged or structurally altered
until a certificate is issued. A Zoning Permit is also required if there
is a charge of use in a building.
The Board of Adjustment has authority to hear and decide appeals where it is alleged there is an error in any order, requirement, decision on determination made by the Zoning Administrator in the administration of enforcement of the Zoning Ordinance. Any person affected by any decision of the Zoning Administrator is entitled to appeal to the Board of Adjustment. Any person requesting a variance from the provisions of the Zoning Ordinance can also make an application to the Board of Adjustment.
The Federal Emergency Management Agency ("FEMA") has designated areas in Clinton that are subject to a one percent or greater chance of flooding in any given year as "areas of special flood hazards. Regulations within such districts are intended to reduce the loss of property and life, the creation of health and safety hazards, the disruption of commerce and governmental services, the extraordinary and unnecessary expenditure of public funds for flood protection and relief, and the impairment of the tax base.
